7.1.1.7. Before firing, the operator shall ensure
(1)  that the low velocity explosive actuated tool
(a)  is placed in a stable firing position; and
(b)  is held so that the barrel of the tool is perpendicular to the firing surface; and
(2)  that there is no other person within firing range.
